New Specifications for Short-Term Rental Properties from October 1, 2025

Significant changes in the short-term rental market are coming with the implementation of the new specifications, which will take effect on October 1, 2025. The Ministry of Tourism, in cooperation with the Independent Authority for Public Revenue, is already sending email notifications to property owners who have an active Property Registration Number in the Short-Term Accommodation Registry.

The new regulations aim to define and standardize short-term rentals, which in recent years have experienced explosive growth, affecting both the tourism market and the housing market.

What changes

Based on Article 3 of Law 5170/2025, all properties rented out on short-term rental platforms must cumulatively meet specific criteria. Among others:

·      They must be primary-use spaces and comply with the requirements set by current legislation.

·      Additional specialized technical and operational specifications will follow, which are expected to be published in detail by the Ministry of Tourism.

The Reason Behind the Change

The new regulation seeks to bring order to a market that, until now, has operated with minimal restrictions. According to government sources, the measure aims to:

  • Ensure the quality of the tourism product.
  • Protect tenants and visitors.
  • Ensure compliance with tax and urban planning frameworks.

At the same time, the aim is to curb the pressure exerted on long-term rental prices, especially in major urban centers, due to the extensive shift of property owners toward short-term leasing.

What it means for property owners

Property owners will need to adapt to the new requirements on time to avoid fines or removal from the Registry. Compliance with the technical and operational specifications is now considered a mandatory prerequisite for lawful activity in the sector.

Next Steps

The Ministry of Tourism is expected to publish detailed guidelines shortly, while the Independent Authority for Public Revenue will continue to send electronic notifications to property owners. The adaptation deadline ends on October 1, 2025, the date on which the new specifications will come into full effect.
